There is renewed recognition of the need for road investment, especially for infrastructure maintenance, due to normal deterioration, several infrastructure failures and demands for new services such as autonomous vehicles. This comes together with the acknowledgement of the contribution that road transport makes to the economy and society. At the same time, budget sources are as constrained as ever, the public and tax payers want to be part of the decision-making process and revenue prospects are uncertain due to dwindling public budgets and the emergence of alternative fuel vehicles. In LMICs, it is also all too common to hear financiers claim that plenty of money is available for project financing, but that there is a lack of good projects.
